the maximoff twins, wanda and pietro are born to spoiler

the maximoff twins are ten years old living in sokovia, an eastern european country when civil war breaks out. stark industry weapons are used, the apartment building they live in with their parents is hit with a mortar shell, ripping a hole through the floor they lived on — killing both of their parents. the twins take refuge under a bed when another shell hits the apartment, landing next to them and they are trapped under the bed for two days waiting for the bomb to explode or for rescue to come. this instilled a hatred for stark and the twins vowed to somehow find a way to take stark, and later the avengers, down. they participated in protests against the avengers, which put them on the radar for S.H.I.E.L.D. and HYDRA.

after the battle of new york during the avengers (2012) HYDRA gets their hands on loki's scepter/the mind stone. the maximoff twins sign up for human experimentation to get revenge on tony stark. they hare hinted to have their powers during the preview at the end of captain america: winter soldier (2014).

also during a time between the battle of new york and the preview, the war in sokovia worsens and foreign forces begin invading their streets. the twins take parts in riots in an attempt to drive out the foreign forces, not realizing these riots were orchestrated by HYDRA (who had taken up residence in the country and were using the unrest to cover up their human experiments). during one of the riots they were approached by doctor list where he offered them a way to achieve the power to end the war in sokovia.

while initially skeptical, wanda was ultimately convinced by pietro to agree to the experiments to gain new powers. along with other vokunteers from the town, the twins underwent a series of tests conducted by list and wolfgang von strucker, where they were exposed to energy from loki's scepter (which was housing the mind stone), which had fatal effects to all the other volunteers. the maximoff twins were the only survivors and experienced different side-effects. the scepter unlocked latent supernatural powers within them; pietro achieved superhuman speed, while wanda attained a number of mental powers such as telekinesis, hypnosis, and energy projection.

avengers: age of ultron takes place, the movie that the maximoff twins are officially introduced in.
